Eduardo Vela Ruiz, born in Tampico in 1960, is a prominent Mexican entrepreneur and builder, currently serving as the director of Velas Resorts. His journey into the tourism industry was preceded by significant achievements in construction, laying a solid foundation for his ventures in hospitality. In his home state, he established notable companies such as Grupo Desarrollo de Tamaulipas (GDT) and Construcciones Aryve, which provided the economic base for his investments in real estate in Puerto Vallarta, Jalisco.

In 1989, Eduardo inaugurated Velas Vallarta under the Condhotel framework, marking the beginning of his foray into the resort industry. By the mid-1990s, the resort transitioned to specialize in timeshares and room rentals for groups and conventions, reflecting his adaptability to market demands. His portfolio expanded with the opening of Grand Velas Riviera Nayarit in 2003, which earned the prestigious 5 Diamond recognition from the American Automobile Association (AAA).
