BIOGRAPHY

Norman Lucas is a seasoned public administration professional with over three decades of experience in government and economic development. Currently serving as the Executive Director for the Pioneer Trails Regional Planning Commission in Concordia, Missouri, Norman works on improving the economic conditions of rural West Central Missouri. He plays a vital role in supporting a variety of community and economic development projects, including grant writing, demographic analysis, and consulting with state and federal officials on behalf of local communities. As the Executive Director, he oversees the daily operations of the Regional Planning Commission staff, working tirelessly to improve local infrastructure, enhance public-private investments, and streamline government processes.

Norman’s career in public administration began in the early 1980s when he joined the East Missouri Action Agency. Over the years, he has built a strong foundation in grant administration, economic development, and community service. He later moved to the Southeast Missouri Regional Planning and Economic Development Commission, where he worked as a Grant Administrator and Training Case Manager. In these roles, he was responsible for managing public sector projects, tracking budgets, and advocating for local governments at the state level. His work helped foster important intergovernmental agreements and facilitated community involvement in development projects.

From 2001 to 2017, Norman worked with the City of Park Hills, Missouri, serving as both the Assistant City Administrator and later the Interim City Administrator and Economic Developer. In these roles, he supervised the daily operations of city departments, worked closely with the Mayor and City Council to present proposals and successfully pass sales tax issues, and coordinated with state agencies to ensure the efficient delivery of public services. He also focused on improving the city’s personnel policies, updating city codes, and facilitating health insurance procurement for city employees. His leadership during this period was instrumental in helping Park Hills navigate growth, streamline operations, and enhance local services.

Norman holds a Master of Public Policy Administration degree from the University of Missouri-St. Louis, where he specialized in government administration and economics. He also completed post-graduate studies in municipal engineering at the University of Wisconsin-Madison. His academic background, combined with his extensive hands-on experience in local government, has equipped him with a deep understanding of both the technical and policy-related aspects of public administration. Norman is well-versed in issues such as economic development, community planning, and local governance, and he continues to apply his expertise to support rural communities in Missouri.

Outside of his professional work, Norman is passionate about various extracurricular activities, including choral directing, vocal and brass performance, soccer, and chess. He enjoys staying intellectually engaged, exploring topics like neuroscience and behavioral economics, and continues to be an advocate for lifelong learning.
