BIOGRAPHY

Scott Schaffer is a seasoned risk management and financial services professional with over 25 years of experience in foreign exchange, credit, debt, and equity products. Throughout his career, he has demonstrated extensive expertise across all classes of investments, including mergers and acquisitions (M&A) and debt capital structuring. His strong quantitative analysis skills have been pivotal in evaluating the creditworthiness of diverse financial institutions, such as property and casualty companies, life and health insurance firms, finance companies, global banks, and broker-dealers. Scott’s business-oriented approach is complemented by his leadership, problem-solving abilities, and effective communication skills.

From 2013 to 2019, Scott served as the Associate Director of the Credit Risk Management Group at CLS Bank International in New York, NY. In this role, he conducted periodic financial reviews and credit portfolio analyses of 63 CLS Group Settlement Members, 57 Liquidity Providers, Nostro Agents, Shareholders, Central Counterparties (CCPs), and other financial institution participants within the CLS Ecosystem. He monitored operational performance based on over 20 parameters for these entities and completed a comprehensive Risk Appetite Statement for the bank, utilizing more than 15 widely accepted Principles for Financial Market Infrastructures. Scott collaborated closely with relationship managers, transaction teams, and other credit officers to structure transactions that mitigated various forms of risk. He also developed two Application Programming Interfaces (APIs) based on daily quantitative market data to aid in monitoring over 100 corporate entities, focusing on capital market data points such as equity share prices, credit default spreads (CDS), probability of default (PD), and sovereign probability of default. Additionally, Scott created and delivered over 40 comprehensive bilateral presentations to member banks, providing detailed reviews of settlement and counterparty limits, liquidity and operational metrics, and swap metrics.

Between 2011 and 2013, Scott worked as a Consultant in Risk Management for the Global Financial Markets division at Rabobank International. He monitored a global portfolio exceeding US$2.5 billion, comprising life, health, property/casualty insurance companies, mutual funds, investment advisors, finance companies, and broker-dealers. His responsibilities included preparing independent assessments of credit risks and mitigants associated with syndicated loans, letters of credit, bridge loans, and various market risk transactions such as foreign exchange and interest rate derivatives. Scott conducted due diligence, prepared credit risk analyses and recommendations, and presented his conclusions to senior management. He also evaluated the creditworthiness of middle-market banks and non-bank financial institutions, including entities like Willis Re, Arch Capital, and Farmer Mac, as well as various subsidiaries of GE Capital for their program derivatives. Furthermore, Scott analyzed over $1 billion in structured transactions and securities, providing impairment and internal risk ratings recommendations, and supported the daily management of credit risk limits for foreign exchange, interest rate swaps, and cross-currency swap products.

From 2006 to 2010, Scott held the position of Vice President in the Portfolio Management Group within the Financial Institutions Group at The Bank of Tokyo-Mitsubishi UFJ in New York, NY. He led a team that developed and strengthened financing structures and strategies, resulting in $11.5 million of net income for the group over a 12-month period. These strategies included mergers and acquisitions transactions in the financial services industry, involving clients such as Assurance, Lincoln National Life Insurance, Transamerica, and Willis Group Holdings. Scott evaluated and approved structured credit transactions, including asset-backed securitizations, specialized leasing transactions, and up-tier proposals supporting the Investment Banking Credit Division’s $400 million conduit warehousing facilities.

Scott’s earlier career includes roles such as Vice President and Credit Analyst for Financial Institutions at Bayerische Landesbank from 2005 to 2006, and Vice President and Credit Analyst in the Global Insurance Division at The Bank of New York Company from 2003 to 2005. In these positions, he prepared credit risk analyses, monitored credit ratings, conducted quarterly reviews, and implemented Return on Risk Adjusted Capital (RORAC) requirements to mitigate credit risks. He also assisted senior client executives in marketing bank products, contributing to significant ancillary revenue for the divisions.
