BIOGRAPHY

Stephanie Dulmage is a dedicated educational leader with a strong commitment to students, staff, and the community. She holds a Doctor of Education in Organizational Leadership (2018-2020), an Education Specialist degree in Educational Leadership (2011-2013), and a Master of Arts in Reading (1987-1989), all from Oakland University. Additionally, she earned a Bachelor of Arts with Distinction in Elementary Education from the University of Michigan, Dearborn (1981-1986).

Since 2016, Stephanie has served as the Director of 21st Century Learning for the Hazel Park School District. In this cabinet-level position, she focuses on developing and implementing curricula, instruction, and assessment functions across multiple departments. Her responsibilities include preparing reports and recommendations for the Superintendent, Cabinet, and Board of Education; aligning curriculum department goals with the District Strategic Plan; directing the district and building-level school improvement process; and organizing K-12 district-wide administration of state, third-party, and local assessments. She also supervises early childhood and elementary building principals, district instructional coaches, ESL personnel, and school-age childcare programs. Stephanie promotes diversity, equity, and inclusion through leadership practices and the district curriculum, resources, and assessment tools.

Before her current role, Stephanie was the District Instructional Technology Coordinator for the West Bloomfield School District from 2012 to 2016. In this curriculum department position, she provided building-level support and consultation for staff and administration in instructional technology, school improvement, and data analysis and assessment. She directed the effective implementation of instructional technology, facilitated the Technology Integration Committee, oversaw the adoption and implementation of the district data warehouse system, and led the development of a district technology vision. Stephanie also designed and conducted professional development in instructional technology, assessment practices, data protocols, school improvement, MTSS, and Cultures of Thinking.

Throughout her career, Stephanie has achieved noteworthy accomplishments, such as developing and implementing district systems and procedures for compliance with the 3rd Grade Reading Law and student growth components of educator evaluations. She orchestrated the planning and launch of a K-8 virtual academy and district K-12 STEM pathway, redesigned the instructional coaching model to align with the District’s Strategic Plan, and cultivated partnership projects with Oakland University’s School of Education, including a teacher pipeline program. Stephanie also visioned and facilitated the PK-12 curriculum revision and alignment process and developed and implemented the EC-8 Literacy Roadmap through a collaborative stakeholder process.

In addition to her leadership roles, Stephanie has been involved in grant procurement and implementation, securing funding from organizations such as United Way of Southeast Michigan, Amazon Future Engineers, Keysight Technologies, and the Michigan Department of Education. She has also served on various advisory boards and committees, including the Galileo Institute Advisory Board at Oakland University and the Hazel Park Community Coalition. Stephanie’s extensive experience and dedication to educational leadership have made a significant impact on the communities she serves.
